The government of the United States is designed to have three separate branches, known as the Executive, Legislative, and Judicial branches. Each operates independently of the others, although they can influence the other branches, which is a system known as "checks and balances". If one branch goes astray, the other two can correct it. But they are still independent branches. The President is the head of the Executive branch, and the House and Senate constitute Congress, the Legislative branch. Hence, the President does not have duties in the House and Senate (although the vice President is empowered to break ties in the Senate).
