The rules aplied to a congregation is the same as any member of the congregation. The divorce has to be based on scriptural grounds. What are the scriptural grounds? There is only one provision for divorce. Jesus said at Matthew 19:9:"I say to YOU that whoever divorces his wife, except on the ground of fornication, and marries another commits adultery." The only acceptable grounds that God recognizes a divorce is fornication by their mate. If fornication has occurred, the innocent mate can seek a scriptural divorce. This applies to all in the congregation. There are no special rules for elders
