The answer to this question is rather determined by when you measure it. Recently, Auckland city has embodied several adjacent territorial authorities, and is now the largest city.
Christchurch used to be the second largest, again, by incorporating surrounding authorities. But due to the Christchurch Earthquakes, the census, due to be held then, was cancelled. Because of this, and of some exodus because of the earthquakes, Christchurch's population has diminished.
The greater Wellington Region, if treated in a manner similar to that of Auckland and Christchurch, would be the second largest. (Incorporating Porirua, Hutt City, and Upper Hutt.)
