Because windows 7 has stablity updates the same as windows vista dose, windows xp uses unsupported service packs. as service pack 3 is now out.
You can install Windows 7 including SP1. To only install Service Packs you will need the base operative-system.

No. Microsoft does not create service packs for their systems once they enter the Extended Support phase. Service Pack 3 will be the last service pack for Windows XP.
