Master has overriding authority with regards to safety of the persons on board, safety of the ship.

PS. This means in simple terms that what Captain says is saint. It can cost captain's job but for the sake of safety of persons someone has to say no sometimes. For example if the ship is not fit for further voyage and the owner, charter presses on captain to continue voyage. Captain will face difficult problem but he must first of all care about the safety of the people. The law gives him that power.
