You have to find Line 1 and Line 2 to get your 240 volts. Both do not exist in a 115vac panel. If coming from a main panel, you would install a 60amp 2 pole breaker and then run heavier wire to the a/c unit. A sub-panel could be added if no spaces are left tin the main panel.
you should have three wires into the panel. two of them go to the double breakers or pull switch and the last is the ground lead. You can pick up 110 vac from one side of either breaker and that ground connection. DO NOT connect to the both breaker wires as that will be 220 vac

Look to see if the 30 amp panel is fed with a two wire or a three wire. If it is a two wire then you are out of luck. If the panel is fed with a three wire then the panel should have the neutral terminated in the panel. It is this neutral that you need for 120 volt connections. You didn't state how many panel slots there are in the panel. If you are able install a 15 amp breaker into the panel and connect the wires going to the load. The black wire will go to the breaker and the white wire will go to the neutral bar in the panel.

Because the white wire on a 120 volt circuit is the neutral wire that is connected to the silver screw on outlets and switches. It is connected to the neutral bar in the service panel.

No. The neon sign is fed by a step-up transformer. Primary side 120V, secondary side 7500V. If you applied 240 to the primary side you would get 15000 volts on the neon tube. A flash over and then nothing. If you can find a transformer from 120V to 240V or 240V to 120V then you are good to go. Connect 240V to 240V side and you will get 120V out the other, connect the 120V side to the neon sign and you should have light. Transformer should be at least 100va. This will give you an output of .83 amps at 120V
