Web offset, or Heatset Web Offset as it is most commonly known, is where a reel of paper-a continuous web- passes through the printing machine, and is printed both sides at the same time from the different top and bottom colour print units. A 4 color offset press has separate plate and blanket stations for each of 4 different colors. Paper sheets are 'fed' into one end of the press and go through each of the 4 color stations in sequence automatically. Similarly, a 2 or 6 color press have 2 or 6 individual stations.

Offset linear plates are printing press plates. The offset printing process is the most widely used print on paper technology today. To test the printing press for mechanical traits that will affect the printed product, a set of plates is made that is accurate to the shades (tone response) of the original copy (usually photo) and printed on the press to check the accuracy between original copy and printed product. From this test adjustments are made to the plate to compensate for press response (ie: shadows too dark, image too red etc.) so that a standard plate setting is used to adjust the tones to reproduce correctly on press. If you are not a printer this means nothing to you.
Halm Dry offset presses use a polymner plate (like a letter press) this would transfer the ink to the blanket instead of the subtractive metal plate used on wet ofset press's. The plate cylinders are magnetic to allow the plate to adhere to it. Some people use adhesive backed polymer plates to achieve the same result. All dry offset presses can be converted to wet offset but it is costly. You would need new plate cylinders, complete dampening systems, dampener recirculating tanks, water form arms, new oscillating bushings and new electronic controls for the additional water motors added to the press. These components are available after market for a lower cost.
CMYK is the only color mode you should be using for typical offset printing. Those are the primary colors for printing and therefore are the colors in a press. RGB are the primary colors in video monitors--totally different world. There are other forms of offset printing including hexachrome and hi-fi, but that's irrelevant to what you're asking.
