The guy above me is right, but if you need a fourth way, there's a pocket veto. A pocket veto is if Congress is not in session anymore, (they usually dismiss around November) and if the president doesn't sign the bill either, then it's a pocket veto.

There are not only 3 steps. This bill is used as an example and was supposedly created in the House of Representatives. First, a bill must be created and discussed in a committee. There are different types of committees for different subjects. If the committee votes it to continue down the line, it moves to the full house discussion and voting. If it passed, it will go to the Senate full house discussion and voting. If it is passed there, it will to the president which has the power to accept or veto the law. If he vetoes, it goes back to the committee where changes can be made. Although, the committee can scrap it and let the idea die down. There are many complications to the steps of a bill becoming a law. This is only a very basic explanation.
