Before the constitutional amendment: i) Panchayats in villages and municipalities in urban areas were set up in all states but these were directly under the control of the state government.

ii) Local government did not have any power or resources of their own.

After the constitutional amendment: i) Now it is constitutionally mandatory to hold regular elections to local governments.
