The first skyscraper is claimed to be a building in Chicago [Chicago locals please correct!] and the definition in modern terms, is a tall building with a structural steel frame. This definition excludes such as Cleopatra's Column and the Washington Monument, for these are not occupied buildings in the usual sense. Though the Monument has a steel frame.

In Dunedin, NZ, there is a skyscraper, by the above definition, but only about 8 stories high. Using just masonry, which they used to do prior to steel framing, the walls soon become so thick that they provide only a small amount of floor space.
