There was really one weakness to the Roman army , but it was a fatal weakness that contributed in no small part to the overall collapse of the empire . That of veteran's benefits . When Gaius Marius reformed the legions in the 2nd century BC the senate voted against using the state treasury to fund the veterans retirement benefits . Therefore , securing post-service benefits for the soldiers fell on the shoulders of the generals of the army . This produced armies that were more loyal to their general than to Rome itself . This is probably why figures like Pompey Magnus and Julius Caesar were able to raise large armies in lieu of the state . This is also what caused the crisis of the 3rd century , as various "barracks emperors" bribed their armies into proclaiming them emperor , which was the cause of much of the political and economic turbulence during that century in which Rome almost collapsed .
