Well you couldn't sled on dry ground so people usually do it in the snow. Deep snow and NOT thin ice or actually any ice not just thin because with all the dogs and a heavy sleigh ( heavy because a person will be sitting on it) will eventually break the ice and....well, you know what happens after that.
