Whitespot is caused by a tiny little bug that burrows into your fish. The white spot you see is the egg capsule from the tiny bug. This will eventually drop off and these eggs will hatch. Then millions more of those bugs will be in your tank attacking your fish producing more white spot. For this bug to get into your tank you must have introduced it somehow. Do you quarantine all new fish? Do you sterilise everything that comes into contact with other fish/aquaria before touching other tanks or equipment? If not, then one of those actions will be how the white spot got into your tank.
They could be algae or they could be rotting matter. If it is the latter then you need to do something about the quality of your water. The Basic rules of fishkeeping are :- 1 inch of fish needs at least 1 gallon of water. :- Every tank needs a permanently running cycled filter. :- Every tank need at least 50% of its water replaced every week. If you follow the above rules keep the fish at their prefered temperature and feed them twice daily (always removing any left over food) they should stand a chance of growing and living a healthy life. If you fail to do any of the above I can guarantee that your fish will have constant health problems.

White vinegar will dissolve most water spots and leave glass extremely shiny. Very stubborn marks may be calcium deposits or etches on the surface of the glass. CLR will remove the calcium, and if the scratches are not too severe, rubbing with a paste made of baking soda and water will polish them off.
