These are more than likely immature (baby) bed bugs, as they have a whitish yellow hue and are very small and fast moving. This has little to do with your cleanliness as bed bugs can easily attach themselves to clothing, be transported in travel, and hide in the crevasses of furniture for a considerable amount of time. You should also check for evidence of the mature bed bug, brownish red in color with a flat semi oval body shape. (Web MD has some very decent photos online to help you better identify them.) Why anyone would classify these as baby rats is beyond me. that is disgusting they are most likely baby rats considering you can see them....be clean!
If the bugs are indoors, esp kitchens they may be silverfish.
I have these same bugs in my bathroom. They don't seem to bite and they are not bed bugs our lice.Your should call an exterminator to spray your house.
