The Constitution does not establish 3 forms of Government, but one government with 3 heads, so to speak. The Legislative Branch (Congress), The Administrative Branch (The President) and the Judicial Branch (The Supreme Court). These are the checks and balances that the constitution established as to keep any one of them from becoming a supreme ruler of the land.
