I could not find anything to support or deny that static electricity is used in finger printing. The best way one might be able to find this answer would seemingly be to ask a professor of law or science at a college.
Yes, it can. The "normal" static electricity we usually encounter isn't lethal. If we shuffle across a rug on a dry day, we can get a nasty zap! when we reach for the door knob. But note that lightning is static electricity, and it can kill or disable individuals with ridiculous ease.

Your clothes are charged by friction as they rub against each other inside a dryer. As the clothes tumble, negative charges are lost by some clothes and build up on other clothes. When the dryer stops, the transfer of charges also stops. And because clothing is an insulator, the built-up electric charges stay on each piece of clothing. The result of this buildup of charges is static cling.
