go to an apple store and set up an appointment and they will give you a new ipod for only 100$

I recccomend that you check out apple support on the apple website. If your iPod is "bricked"(meaning it is broken with no chance to fix it whatsoever), you should check out sellmytronics.com. they buy your broken ipod and recycle it and send you a check in the mail.
If it is saying you should hook it up to iTuens, it is not broken. You must, as it says, hook it up to iTunes, register your iPod, and download the latest software for it. Then, the iPod becomes useable. Your iPod is not broken, and this usually occurs if it is a new iPod.

Impossible to answer without knowing exactly what the breakage is. Chances are, it won't be repairable, and will have to be replaced.
There is not a way to adjust the sensitivity on the screen of your IPod Touch. If you think it may be broken you can send it back to Apple to have them fix it though.
