to rejoin the Union, a state must meet three requirements. First, a majority of the state's white male adults had to pledge loyalty to the Union. Second, only white males who swore they had not fought against the Union could vote for delegates to a state constitutional convention. Third, all new state constitutions had to ban slavery. The bill also barred former Confederates from holding public office.

the difference between the moderate republicans attitude toward construction and the radicals attitude toward reconstruction was that the moderate wanted to make progress but wanted to take things slow and try to makr progess nice and easy with the south. they didnt want to go in right away because they needed money and they did want to make any conforntations with the south that would cause a war between them. the radical wanted to go about things the other way. they wanted to cause pain toward the south. they wanted to tourture them by any means nesassery and they wanted to make recontruction start now.
The Congressional elections of 1866 put Radical Republicans in control of Congress. They set up a free labor economy using the military and the Freedmenâ??s Bureau. Rights of freed slaves were protected, labor contracts were negotiated, schools were set up to make the transition from slave to citizen easier. Many teachers, missionaries, business and politicians came to the south to help run things as well, they were derisively called â??Carpetbaggersâ?? by disgruntled southerners.
The Radical Republicans wanted to impeach Tennessee-native President Andrew Johnson because they perceived him to be a Southern sympathizer who wanted to allow the Southern states that had seceded back into the Union immediately and almost unconditionally. They saw Johnson as a threat to their Reconstruction plans. The conflict over Reconstruction was the underlying reason for Johnson's impeachment; the stated reason for impeachment was that he violated the 1867 Tenure of Office Act by (attempting to) fire Secretary of War Edwin M. Stanton, among other things. In February 1868, the US House of Representatives voted to bring eleven articles of impeachment against Johnson. He was later acquitted at his Senate trial.

The ostensible reason the Radical Republicans wanted to impeach President Johnson was because he attempted to fire Secretary of War Edwin M. Stanton over disagreements about Reconstruction. Stanton was supposed to be protected by the Tenure of Office Act Congress passed in 1867, that prevented the President from removing from office anyone appointed with and by the "advice and consent" of the Senate. Johnson considered the law unconstitutional and ignored it.The US Supreme Court eventually agreed with Johnson in Myers v. United States, 272 US 52 (1926) when the Taft Court held the President has exclusive power to remove executive branch officials without the consent of the Senate or any other legislative body. In retrospect, the Court determined the impeachment proceedings against Johnson constitutionally invalid, but that was not part of the holding in Myers.
Moderate Republicans believe in the core beliefs of the Republican Party (smaller government and fiscal responsibility) while finding common ground with Democrats on legislation. A Moderate Republican could favor gay marriage and be pro choice or they could believe in progressive taxation and alternative energy just to name a few things. Most Moderate Republican's are against the Religious Right.
