Many political figures worked to restrict African American rights during this time. The culture was such that even the best men seemed to believe in only a halfway kind of equality. One notable example is Andrew Johnson, who, in trying to reunite the Union, opposed some of the ideas of the "Radical Republicans" in trying to force the South to change. To be fair though, the Radical Republicans didn't change things very much either, even after overcoming his veto. It took a long time for the culture to shift and for people to stop trying to legislate the fiction of white supremacy.
