Electromagnetic waves result from acceleration or deceleration of charged particles. Charged particles moving at a constant velocity create a magnetic field according to the left hand rule* (lines of magnetic force wrap around the path of moving charges) but do not create radiation. Whenever the velocity changes, causing a kink in the lines of the electric field, an electromagnetic wave is propagated from the path at the speed of light.
Electromagnetic waves are named so, because, the propagated electric E field is always accompanied by a propagated magnetic H field perpendicular to it. Both fields are in phase with each other. Along directions of radiation, parts of it may be re-absorbed and converted back to an electric current in a conductor. That's how radio waves are received.
*The left hand rule is illustrated by curling the fingers of your left hand and pointing your thumb. The thumb points in the direction of charged particle motion and the curled fingers wrap around that path and show the direction of the lines of the magnetic field.
