Statutes often provide rights to blood descendents who are not mentioned (pretermitted) in the will, but it is certainly possible to specifically exclude them by making sure the entire estate is distributed to others, often including a clause or two that makes it impossible to challenge (e.g., "to my selfish putz of a son, Aaron, I leave one broken shoelace as a token of my frustration and as a symbol to try to pull himself together.")

In most jurisdictions an adult child can be disinherited by will. In certain jurisdictions the testator must mention that child specifically in the will and state they have left that child nothing. Otherwise the court may rule the child was inadvertently forgotten and that child may be entitled to an intestate share of the estate. You need to consult with an attorney who can review the will and explain the disinherited child's rights and options in your particular jurisdictions.

Does one sibling is living with a parent that dies have that sibling more rights than other siblings not living with parent at the time of death?

In general, living arrangements typically do not affect the rights of siblings when a parent dies. The distribution of assets and inheritance is usually determined by the parent's will or state laws, regardless of where the siblings live. Each sibling is entitled to their fair share of the estate according to these established guidelines. Consulting with a probate lawyer can provide specific advice based on the individual circumstances.

Do half siblings have the same rights as full siblings to sister in regards to estate in Ohio?

No. Half-siblings are not considered "lineal descendants" and they have different priority according to which parent died (i.e., lower priority if the parent is not their natural parent), under Ohio law of Descent and Distribution of intestate estates. At some point, if no "next of kin" is found, the step-children would inherit before the remainder escheats to the state.
