The best trick I know is to open up Task Manager, open processes, tell it to end the process of explorer.exe (this will close the desktop, taskbar and any file explorer that you have open) then click on applications and click on new task then enter explorer.exe (this will reopen the desktop and the taskbar) if the taskbar is still frozen, then I don't know what to tell you (give the taskbar a few second the open after reopening it)

If you use the unlock option you will still have a narrow blue line at the bottom. But the taskbar basically would be hidden. If you use the autohide option the taskbar will hide completely automatically. But when you move the cursor at the place where the taskbar suppose to be the taskbar will pop up.
