Mobile phone numbers in England are not specific to a region, they are countrywide. That is England, Scotland, Wales and Northern Ireland.

You used to be able to tell which provider (such as Vodafone, O2, etc) the number was tied to by the 4 digits starting with the 7 ie 7024, but I don't think this is the case anymore.
