Yes. NYC has an extensive subway system with 24 lines serving all boroughs except Staten Island. In addition, New Jersey Transit, Long Island Railroad and Metro-North trains have service between NYC (Penn Station for NJT and LIRR, Grand Central for Metro-North) and the surrounding areas. Amtrak trains also stop in Penn Station.
Trent Buses run a coach between Manchester and Nottingham via Stockport, Buxton and Derby; East Midlands Trains run a direct service as part of their Liverpool to Norwich service.
Of course there are trains from Le Havre to Paris. Le Havre is a large city. Any city that size will have a train service.
