The 21st Amendment (1933) repealed the 18th Amendment (1919) that banned the import or transportation of Alcoholic Beverages in the United States. It ended the period known as Prohibition, during which laws made the manufacture or sale of alcohol illegal.
The result of Prohibition was widespread illegal production and sale, primarily through "bootleggers" and criminal gangs. Since prosecution for mere possession or consumption was rare, many citizens simply ignored the law.
Prohibition was expensive to enforce and taxing alcohol would be more effective than prohibiting the sales of alcohol all together. Also the United States needed money.
