Microsoft does not have an official tool for this, but some third-party applications are capable of this. They basically just copy files of the NTFS partition, delete it, create a new FAT32 partition, and then copy the files back.
1. NTFS file system needs minimum space overhead of 400 MB . So , it cannot be put in small storage devices like a floppy disk ( 1.44 MB ). Whereas Linux native file system EXT2 can be put in a floppy disk . All permission attributes also can be used for files in such a system.

you can the hard drive must be formatted in fat32 with a partition of 127 gig (max for fat32) any more and it won't recognise the files. mine will not recognise the second partition but i use it for storing movies i am not watching i change the around when i want to watch a different set.

Yes, you can convert a FAT32 to and NTFS disk by formatting it from FAT32 to NTFS. All files will be removed so remember backup. Use Disk Management in XP to format. For devices right click them in My Computer.
NTFS is the file system that windows XP uses; I know that much. NTFS can handle bigger files than FAT32. FAT32 can handle 2GB files maximum. (So I'm told)
