What a usual government would do for its people.
People don't trust the U.S. government because the U.S. government has been known to lie and cover things up. The government keeps lots of things secret and most people want to know these things.
There has been no major rebellion against any Irish government. Irish people will protest about things the government do at times, like in any democracy. Generally Irish people are less likely to protest about their goverment that many other democratic countries do. When they do protest the protests are generally very peaceful compared to other democratic countries.
One of the things that the government did was to provide protection against Indians. The government also provided large land grants for the railroads.
This type of government is run by a dictator who doesn't care about the people in his country beyond what they can do for him. There are no rights and no Liberty in a country like this and they control the smallest things. In Romania to get a light bulb a person had to ask the government and owning a typewriter was against the law. Millions die because they made a comment to the wrong person about the government.
