If you very carefully lower Kyogre's health to near zero, it will be much easier to catch. (I'm sure this is common sense anyway...) Ultra balls and perhaps repeat balls will make Kyogre easier for you to catch. I would suggest using the Master ball anyways, it's much easier (Unless you've already used it.) If you did use it, prepare for a lot of wasted Pokeballs...

IT IS EASIER WITH A POKEMON THAT KNOWS FALSE SWIPE. IF KYOGRE HAS ONLY 1 HP LEFT THROW ULTRA BALLS UNTIL YOU HAVE NO MORE, THEN START USING TIMER BALLS. IT WILL EVENTUALLY WORK. KYOGRE KNOWS REST, SO IT CAN HEAL ALL OF ITS HP, SO KEEP THAT IN MIND.-thats right but also you should catch rayquza before kyogre so you have a lev. 70 pokemon. i did that and it worked really well for me hope it helpedor use a master ball.

in emerald i would do duplicating cheats and copy master balls in sapphire i would go with ultra balls,net balls, or timerballs which get stronger the longer your battling kyogre. You can use any type of ball as long as he is weak. It would take quite a few of the normal balls but the Timerballs and the Diveballs work really well against Kyogre
