Yes - any non-aquatic animals' bedding should be dry, unless pet care guides indicate that it should be damp. For a rat's bedding to be wet it indicates that the rat(s) have urinated in the bedding, in which case it needs to be changed and the cage cleaned.

I've read alot of books about rats. Any bedding that is dusty can or most likely will give your rat respitory problems. (Lung, Breathing...) Never use pine or cedar bedding because it's dusty. You can use a brand of bedding called Yesterday's News, Crushed Chest Nuts, Aspen Shavings and rabit food pellets. All of these are great for your pet rat. Also never give your rat newspaper because the ink is toxic. Bye!!!!! Never give your rat saw dust. It will cause respitaroy problems. I give my rats old clothes that don't fit me anymore and rip them up. I change it once a week by laundry, and the best part is is that you don't have to separate it by light or dark.
Yes they can. Some pet shops sell litter boxes for rats. To be successful use the same kind of bedding that your rat currently uses in the cage for the litter and a new type of bedding for the rest of the cage. Place the litter box in the same area that they use now to go potty.
Bathe the rat with shampoo with the active ingredient pyrethrins, at no higher than 0.15%--check with your vet as to an appropriate brand. Also disinfect the cage and surrounding area with bleach at least once a week. In addition, use fresh bedding that you have previously frozen overnight.

Most any shavings, but avoid pine, cedar, and "fluffy" or "soft" bedding. You could even use shredded paper, but no newsprint or "shiny" paper. Really any shavings you could use for a gerbil or hamster.
There are plenty of bedding materials out there. Use what you like best. Aspen shavings are very nice.
You should check the label on the bedding to see if that is safe.
