You have a few options for the litterbox for your cat after his surgery. My personal preference was shredded newspaper, available free from the bank if you tell them what you need it for. It does nothing for odor control, obviously, but is gentle on tender paws. Just put a ton in the box and be prepared to change it out at least once a day, preferably more as you don't want kitty's paws slogging around in soggy paper!
There is also a pelleted paper litter available from Petco or Petsmart that is supposed to be suitable. I tried it once and did not like it. It's hard to the touch and I didn't think it would be comfortable for them to walk on.
Another thing you may want to do is make sure the litterbox is easy to get in and out of. Your kitty won't want to be jumping in and out for a few days! If necessary, get a cardboard box and cut it so that it's an easy step in/step out.
I would use this for several weeks to a month before returning to a scoopable or clay type litter. Be sure to check kitty's paws to make sure all is healed before switching back.

I personally think that the Best thing to use for cat litter to have clumps is to use dry oatmeal because I have cats and that always works!

You should use a litter that is not clay or sand based. A pine based is the best way to go.
If you have only one cat, the Litter Maid is an excellent solution as it will automatically scoop your cat's litter for you and sift it into a receptacle. If you have more than one, the Litter Maid has trouble keeping up and traditional cat boxes may be a better solution. There are also ways to train your cat to use the toilet but it requires much patience and a willing cat.

How odd. Most people want to train their cats to use the litter tray, not to train them to stop using it. If you don't want your cat to use the litter tray, that's easy; remove the tray. If the tray is not there, the cat cannot use it. Move the litter tray outdoors to get your cat used to going outside and then, eventually, remove the litter tray completely.
