For custom builds, it's possible to push it a lot higher. But there'll be a lot of repeat ratios.
If your dirt bike is stuck in gear, the shifter fork is most likely bent or broken. Changing the shifter fork requires splitting the case.

It'd be a fairly strange BMX if it has a gear shaft. Most "real" BMXes are single speed, their driveline consists of cranks, a bottom bracket and the rear hub. No gear shaft there.
1st gear will always be your lowest gear no matter what bike you are on.
