No. A "shutdown" usually powers the computer off or halts the processor operation, but performs no further action. A "restart" first shuts down the operating system and may temporarily power off the computer, but will then turn it back on again starting with the BIOS POST procedure.
Depends on which program you're using. In some programs, use the carat (^) to express powers. For example, 2^3 reads 2 to the third power.
