Usually the fuse blows because of a short circuit.

A short circuit occurs because one of the wires in the circuit is exposed (ie. the insulation has been worn down to the point the wire is exposed and may touch the metal on the car, once that occurs the electricity rushes thru the wire and the fuse is not able to handle the addition current (the current is beyond the fuses capacity)

The fuel pump has other electrical devices on the same circuit, any of those devices if they ground (ie wire in contact with the frame of the car) will blow that circuit and all of the devices on the circuit will not work. The repair is to find the wire causing the circuit to overload and blow.
