The only city named Regina that I found was Regina, Saskatchewan, Canada, and a quick look at Google Maps shows a number of lakes, streams, rivers and other bodies of water. Cool air flowing over water often causes mist or fog; we see that a lot here in Sacramento, CA. I suspect that pollution is a minor problem there; weather is the probable culprit if you are unable to see stars or the Moon at night. Or, you may be looking in the wrong direction.
