I suspect that pollution is a minor problem there; weather is the probable culprit if you are unable to see stars or the Moon at night. Or, you may be looking in the wrong direction. In any event, there are occasionally nights when the moon will not appear in the sky, and it will be near the time of new moon when the moon is very near the sun.
