This question could be easily misconstrued. While atomic and nuclear explosion mean the same thing, and all atomic bombs are nuclear bombs, not all nuclear bombs are atomic bombs. The Hydrogen bomb (also called H-Bomb) is a Fusion reaction where atoms are forced together. Atomic bombs were used in World War II, Hydrogen bombs have been tested, but not used in war.
A nuclear bomb has never been dropped. It was an atomic bomb that was dropped on the Japanese cities Hiroshima ans Nagasaki. An atomic bomb is a nuclear weapon. Nuclear bombs have much more impact than atomic bombs, and could potentially end the World if a nuclear war was started.

An atomic bomb is any bomb that derives its energy from the atomic nucleus, it may do this by either the process of fission of heavy nuclei or the process of fusion of light nuclei. Atomic bombs can also be called nuclear bombs.I don't really understand what you mean by "make it less powerful". The US has made tactical atomic weapons with yields as low as 0.1KTon (100 tons TNT equivalent), however I don't know if they are still stockpiled (they are very inefficient and wasteful in their use of plutonium). For optimal efficiency in use of uranium or plutonium in pure fission atomic bombs, a yield of 200KTons to 400KTon is preferred, however I know no such bombs are still stockpiled as compact fusion bombs in this yield range and higher are both more efficient and much cheaper to build.
They are similar, but different. Research continued after WWII and developed more efficient methods of producing nuclear explosions. H-bombs are very much more powerful that A-bombs were.

If you are talking about the atomic bombs, they were dropped on Hiroshima and Nagasaki. If you mean normal bombs... pretty much everywhere...

Assuming you mean Atomic Bombs, it was because they didn't have any, and besides, how much punishment should be enough for the Japanese to see the writing ion the wall? The fire bombing of Japan before the use of Atomic weapons had been far more devastating and wide-spread than the Atomic Bomb later were.
