Is Westchester upstate? It depends on where you currently live. I was born and raised in Mt Vernon which, aside from Yonkers, is the first city in Westchester up from the Bronx. In fact if Westchester is upstate then so is one of the 5 borrows of NYC - The Bronx. But I digress. Having been born in Westchester I have never been able to consider it as "upstate". Just looking at a map anyone can see that. However my wife is from Queens, NY and her entire family considered me an upstater! How can that be? Well for them, traveling from Queens to Long Island was no big deal no matter how far down the Island they had to go but the ½ hour ride to Mt Vernon was a cause for concern - after all, it was for them, upstate. It seems the reasoning was that they had to cross a bridge. For them that was the deciding factor. So, if you are from 4 of the 5 borrows of NYC or if you are from Long Island then crossing the Throgs Neck or the Whitestone bridges then you are heading into the upstate. If you are from the rest of the world, then it's just the lower end of New York, (but then we Westchesterites consider Long Islanders as from Another Country anyway).
Westchester is not a part of the five boroughs of New York City (Manhattan, Queens, Brooklyn, the Bronx, and Staten Island). However, it is just outside the outskirts of the city. Westchester is directly north of the borough of the Bronx (which is the northernmost of the five boroughs). If you continue heading straight north in the Bronx (well, straight northwest, technically), you will run into Westchester.
Actually, you can even take the subway to Westchester. Well, sort of. The end of the line on the 2 train (of the 1-2-3, the red line) and the 5 train (of the 4-5-6, the green line) stop about a mile or two south of the boundary between the Bronx and Westchester. So, if you take the Uptown 2 or 5 trains all the way to the end of the line, and then walk a few miles directly north(west), you'll end up in Westchester.

Westchester is directly north of The Bronx. If you continue heading north in The Bronx, you will end up in Westchester. The Bronx is one of the five boroughs of New York City (Manhattan, Brooklyn, Queens, The Bronx and Staten Island). Westchester County is part of New York State, but NOT part of New York City. Westchester is upstate of New York City, but it is still very close to the southern tip of New York State. Nobody besides New York City residents would ever call Westchester "upstate."
