The legislative branch of the US federal government, and of the US state governments, decide on taxes.
It's SUPPOSED to be the Legislature, but many of our basic Constitutional principles are being eroded. More and more, taxes, fines and "fees" are imposed willy-nilly by the "Administrative Bureaucracy", which is nominally under the President and the Executive branch, but in reality it's mostly out of anyone's control.
This would be Congress. They are in charge of reviewing the budget and determining how much to charge for taxes each year.

The Legislative branch is usually involved in setting taxes, passing laws (and laws about taxes), and such things.
