In the constitution, responsibility to execute, enforce and administer law is vested in the Executive branch of the the federal government. Article 2, Section 3 of the constitution says that the President
shall take Care that the Laws be faithfully executed, and shall Commission all the Officers of the United States

Technically, the power to enforce the law is vested in the Executive. Administering law is a bit more vague. In some countries, this is also considered an Executive power. However, some counties consider this a duty of the Judicial branch, as "administer" is seen as a function of "interpretation".
In the United States, law enforcement falls squarely in the Executive Branch of government (whether Federal or State). Administering the law (i.e. making legal decisions, running trials and hearings, etc.) generally is part of the Judicial Branch, which runs the court systems.
