A constitutional government is a government whose rules and policies are limited by a constitution. A constitution is a written document that describes the rules and principles of a political entity.
They are both in countries
The government. The constitution just restricts what they can and cannot do.
United States. Our government was formed from the Constitution.
While a Constitutional government is often a limited government, they are not always one and the same. A constitutional government contains formal documents that define its institutions and powers of the government. By that definition, the constitution is limited; however, there are clauses and changes that are often able to be made which allows the government to operate under its constitution but still be able to move.

In a Constitutional Republic, the government gets its power from the constitution or highest legal document.
North Korea lacks anything resembling a constitution that limits the authority of the government. Since it lacks such a document, it is not a constitutional government.
