Skin beetles can be found in some dry cat foods (perhaps wet as well). I found out the hard way when an unnoticed pile of cat vomit under a piece of furniture propagated larvae which turned into a full-on infestation (because they had time to grow).
Disgusting but true.
There should be no tiny brown bugs that appear in a cat's food. The reason for bugs in the food could be the food is old or contaminated. The food should be disposed of, and fresh food given to the cat.

You can try freezing the food for 24 hours usually this will kill the bugs. Most bugs can go dormant in cold climates and then be back to normal when the temperature is back to room temperature though so it is not guaranteed that freezing will kill the pests. To prevent further infestations in your pets dinner, try keeping the food in an air tight container so the bugs can't get in.
You can find bugs in any food, including organic.
