There is a fuse insertion site and a power button, but no fuse button. The fuse insertion site looks vaguely like a button, but is actually a cap to cover the fuse. Unscrew this cap to replace the fuse. The power button is used to turn on the microscope.
Assuming that you have tactical insertion equipped, you have to press and hold the "throw special grenade" button on your controller until the tactical insertion flare is lit. Once the flare is lit, you can let go of the "throw special grenade" button. Wherever you are standing when you let go of the "throw special grenade" button, is where you will drop you tactical insertion.
