That would depend on whether or not you believe man was created by God, or man created the idea of God. If it's the former, then religious law came first. If it's the latter, man's law came first.
I think that the law came first because people were carrying on their lives before God gave Moses the commandments. People were civilized and probably paying taxes at this time. This is merely a guess though...
