Previous tenant refused to fill out change of address form for their mail. How do I get their mail to stop coming to my address?
I would say no, I'm pretty sure that you have to have their permission.
Yes, section 23 of the Postal Services Avt 1998.
No, actually. It's not only illegal, it's also very inconsiderate.
Yes, It is a Federal NO NO to open someone elses mail. and to impersinate someone to a Bank its also Federal NO NO. You just dont do stupid things like that.
Not if they have requested you do that. It would be similar to sending mail In Care Of someone else. You cannot hold the mail without permission and must return it to the mail carrier.
Yes. If it came to you by accident and you know it's not your mail, you should put it back into the U.S. mail system. At least cross out the address if it is "your" address but some total stranger's name.
Yes tampering with someone elses mail or mailbox is a federal offense.
It isn't ok for anyone to open anyone else's mail. Apart from being a criminal offence, it is an invasion of privacy.

It's actually against the law to open someone else's mail. You can put it back in your mailbox so it can be sent to the right address, or you can get a pen & write 'return to sender' on the envelope.
If someone has opened your mail that went to their house, you should report them to the United States Postal Service Inspection Service. They will investigate and prosecute if found guilty.
It is a crime to steal someone else's checks. If you aren't using them, it is probably petty theft. If you are under oath, it is a crime to lie to the judge. This is perjury.Additional: Also - if you gained access to them by taking them from the US Mail you can also be charged with a Federal Offense (Mail Tampering and Intercepting the US Mail Belonging To Another).
