Because the Peninsula campaign was a Union failure, much attention is focused on the numerous battles fought there. This overlooks two key and crucial aspects of McClellan's genius. One was that Fort Monroe would ensure a a solid supply line and the the rivers on each side of the peninsula provided the Army of the Potomac with natural flank protection.
In the midst of the McClellan Peninsula campaign, Confederate General Joseph Johnston was wounded and was out of action. Jefferson Davis was aware of Robert E. Lee's talents, and had placed Lee in charge of defeating the Peninsula campaign. Lee was always a well respected Union commander. With his success in the Peninsula campaign, Lee took over Eastern Confederate military operations.
Lincoln, always at the telegraph lines in Washington DC had confidence in the success for the Peninsula Campaign. As an aside he originally had strong objections to it. He was also confident inasmuch as McClellan had a large army to prosecute this campaign. It came almost to a success when the Union forces came within six miles of Richmond. However, Richmond eluded the grasp of McClellan and Lincoln agonized over the failure to capture what in military terms was a major center of gravity for the South.
Based on early 1862 victories in the West and the prospect of McClellan's preliminary success in the Peninsula Campaign, Secretary Stanton was sure the war was almost over. He issued orders to close recruitment offices to close in order to save money. His optimism was premature.
