As always, herb substitution depends on the recipe. Oregano and Marjoram are the most similar. "Italian Seasoning mix" would have lots of oregano and some thyme. Rosemary and sage could be used. "Poultry seasoning" would have some of everything with a strong dose of sage.
Parsley is so mild as to be almost tasteless compared to thyme. Tarragon has a distinctive licorice flavour, and basil would be another one to consider if you like the taste.
I use a combination of things as a substitute for cumin, although it never tastes *quite* the same as using cumin!
I use ground coriander, a little turmeric**, and chili powder. Be very careful with the tumeric as it will turn everything a very bright yellow!
Or, try using coriander as a substitute for cumin. It has a similar flavor but not the smoky .
** If I don't have turmeric, I use ground annato (or achiote). The same rule of being careful applies here as well.
Sage is a member of the mint family which includes dozens of other herbs (probably half your spice rack). These include mint, bee balm, oregano, tarragon, cat nip, rosemary, thyme, sage, summer savory, winter savory, and many, many more. Each has its own unique aroma and flavor, but often with a hint of some of the others. Just pick one (or two or three) and go!
Personally I don't think sage can be substituted for any other herb. It has it's own unique flavour. Its just a matter or experimenting with herbs in different dishes to find which best compliments the flavours . If you are cooking with herbs you can rarely go wrong. Fresh (even dried) herbs are wonderful to any dish. Just don't use to many in one dish as that would be confusing to your taste buds =)
