It's most likely the relay behind the hazard light button. The relay is known to have the solder crack over many warm/cold cycles. There was a service bulletin for it and it can be fixed if still under warranty, but it's not a serious issue. Occasionally you'll have problems getting your turn signals to work.. but if you toggle the hazard light button a couple times they'll work. My Alero has been doing it for a couple years. Seems to be more prevalent when it's cold out. After the car warms up it'll stop ticking.

The 1999 Oldsmobile Alero OBD 2 port is on lower left edge of dash; between storage bin and hood release
it is underneith the passanger dash above the black panel under the dash behind the blower motor
Could be a bad turn signal flasher
look for a shorted electric motor like window motor. when the motor contacts fail they can cause the "ticking" and it drains the power constantly, even when the ignition is off.
the connector is under dash on drivers side.
