any color besides black if you put a see through colored piece of plastic in front of the light
Yes, black lights exist. They emit ultraviolet (UV) light, which is not visible to the human eye. When UV light hits certain materials, they absorb the light and then re-emit it in a visible spectrum, creating a glowing effect that we can see. This is how black lights make objects appear to glow in the dark.

You can't see germs with a black light, but might be able to see thick lotion.
Black lights are not bright but when you turn them on you can see certain special things that you can't see in a regular light.
What you are seeing is an absence of light. You distinguish a black objects presence by its lack relative to other things.
Black lights do not show germs directly. They can make certain substances, like some bodily fluids or certain materials, glow under ultraviolet light, but this is not a reliable method for detecting germs. To see germs, you would need a microscope or other specific testing methods.
Probably not.
If your light is a fluorescent light, then yes - this is the most effective for black lighting. You can also purchase "Black Light" incandescent globes, however, I don't believe these to be anywhere near as good. If you have a "standard incandescent globe" socket, I would suggest you purchase a CFL black light as these give a better effect and are more efficient.
