Have it scanned to determine problem
In my case I have a 1999 SL1 and the clicking sounds where the relays for the electric door locks. I removed them and I have not have the battery drained. I have not replaced them yet.

The battery in my 1995 kia sephia had to be placed replaced and now I noticed water marks on top of brand new battery. What would cause the battery to overcharge?
The starter does not have a fuse, it's wired directly to the battery.
The most probable cause is an alternator with an internal short in the windings. This would cause the lights to flutter as the current being delivered isn't steady. It could also be drawing on the battery even when the car is off. If you can, charge the battery with a charger for a few hours,then reach in and feel the alternator housing. If it's hot to the touch, and the car has't been running for a while,the alternator is drawing from the battery and should be replaced.
You need to replaced the starter or the alternator.
More than likely your heater core is plugged, and will need to be replaced
A timing chain, that needs to be replaced, can cause your engine to run rough and lose power. A broken timing chain can cause significant engine damage.
Bad wiring can cause a short in the radio. Bad battery will not.
The most common problems that could cause this are corroded battery terminals, the battery being weak, or an alternator going bad. Luckily none of these are generally too expensive to fix.
There are 2 fuse boxes on a 1999 Saturn SL2. The fuse for the tail lights is in the Electrical fuse box under the hood. It is located on the drivers side in front of the battery.
check alternator belt may be slipping.if the belt isworn or glazed replace it if problems is still there replace alternator.
