A bad starter or corroded internaly batery cables. Check the fuses too
also the ignition coil and or distrubtor cap/rotor could be bad
I had the exact same problem. I Replaced the batter and the starter and it still didn't work. What happened was I took it to a dealer that specializes in cavaliers. You have to hold down the brake when you start it up like a stick shift. You may have to have about 20 attempts because you tried starting it without the brake. I'm not sure exactly what the dealer did....but in order to change this he did something with the rally switch located in the front of under the hood. It should be a grey plug lookin thing.
you jump start it and drive it around for 20 minutes and the altinator should charge it

Assuming the starter is also not operating, start with checking the condition of the battery and battery connections. Take the battery to your local auto parts store and they can test it for you at no cost.
More than likely a direct short circuit.
If the 2000 Cavalier has no lights an will not start, there is an electrical issue. Check the battery, alternator, and the wiring from the battery all the way to the starter to find the problem.
