Muscle atrophy - tame dogs have no need to listen out for danger and rotate their ears and such like wild canines would, so the muscles that did this shriveled in many breeds and they can no longer do it. Some breeds, of course, were bred to keep upright ears, so they still have them. ^^
In an individual dog, perhaps something has been damaged in the ear - a muscle or tendon. See a vet to be sure.

Take dog to Veterinarian Have Vet swab the affected ear and look at sample under microscope to determine type of infection (fungal or bacterial) Have vet prescribe the proper medication for the infection. Treat you dog as indicated by veterinarian. Also keep dog from swimming (try to keep ear dry)

You can clean wax out of a dog's ear with a cotton bud if you are very gentle, or you can use a slightly damp flannel and gently wipe the dog's ear, but don't poke anything in there that you wouldn't poke in your own. Try not to get water in there either, because it can cause ear infections or at the least, he'll keep rubbing his head against the furnature, which, trust me, is annoying.
